為貫徹落實(shí)習(xí)近平總書記在慶祝海南建省辦經(jīng)濟(jì)特區(qū)30周年大會(huì)上的重要講話和《中共中央國(guó)務(wù)院關(guān)于支持海南全面深化改革開放的指導(dǎo)意見》精神,按照海南省委、省政府建設(shè)海南自由貿(mào)易試驗(yàn)區(qū)的有關(guān)工作部署,三亞市委、市政府按照“世界眼光、國(guó)際標(biāo)準(zhǔn)、三亞特色、高點(diǎn)定位”,統(tǒng)籌全市優(yōu)勢(shì)資源,以位于三亞主城核心區(qū)的迎賓路兩側(cè)為三亞總部經(jīng)濟(jì)及中央商務(wù)啟動(dòng)區(qū),建設(shè)總部經(jīng)濟(jì)和特色商圈集聚區(qū),其中鳳凰海岸、月川、東岸、海羅四個(gè)片區(qū)為首期實(shí)施建設(shè)單元,按照中央、省委、省政府的總體部署實(shí)施,努力建設(shè)成為引領(lǐng)三亞國(guó)際旅游消費(fèi)先行區(qū)、中國(guó)(海南)自由貿(mào)易試驗(yàn)區(qū)和展示中國(guó)風(fēng)范、中國(guó)氣派、中國(guó)形象的靚麗名片。
本次征集活動(dòng)采取國(guó)際征集的方式,面向全球公開邀請(qǐng)具有類似項(xiàng)目成功經(jīng)驗(yàn)的規(guī)劃設(shè)計(jì)機(jī)構(gòu)或由此類規(guī)劃設(shè)計(jì)機(jī)構(gòu)組成的聯(lián)合體來(lái)參加資格預(yù)審,通過(guò)資格預(yù)審選取6個(gè)應(yīng)征人參與本次方案征集活動(dòng)。
一、項(xiàng)目概況
1.項(xiàng)目名稱:中國(guó)(海南)自由貿(mào)易試驗(yàn)區(qū)三亞總部經(jīng)濟(jì)及中央商務(wù)啟動(dòng)區(qū)城市設(shè)計(jì)暨概念性建筑方案國(guó)際征集。
2.項(xiàng)目選址及規(guī)劃范圍:三亞總部經(jīng)濟(jì)及中央商務(wù)啟動(dòng)區(qū)位于三亞市主城核心區(qū)迎賓路兩側(cè),包括鳳凰海岸、月川、東岸和海羅四個(gè)首期實(shí)施單元。其中,鳳凰海岸單元,規(guī)劃面積318.47公頃,可建設(shè)用地49.4公頃;月川單元,規(guī)劃面積73.67公頃,可建設(shè)用地35.65公頃;東岸單元規(guī)劃面積205.26公頃,可建設(shè)用地37.79公頃;海羅單元規(guī)劃面積242.21公頃,可建設(shè)用地40.69公頃,遠(yuǎn)期新增可建設(shè)用地64.29公頃。
3.征集方式:國(guó)際公開征集。
4.設(shè)計(jì)內(nèi)容:本次國(guó)際方案征集的規(guī)劃設(shè)計(jì)工作重點(diǎn)圍繞四個(gè)近期實(shí)施單元的城市設(shè)計(jì)和重要建筑概念性設(shè)計(jì)方案展開,需對(duì)各實(shí)施單元展開城市設(shè)計(jì),合理預(yù)測(cè)產(chǎn)業(yè)及人口規(guī)模,落實(shí)各單元功能布局、用地方案及經(jīng)濟(jì)技術(shù)指標(biāo)、空間形態(tài)、產(chǎn)業(yè)業(yè)態(tài)、特色形象以及重要空間節(jié)點(diǎn)和主要公共建筑的設(shè)計(jì)方案和各單元的建設(shè)時(shí)序和經(jīng)濟(jì)測(cè)算。同時(shí)需從全市統(tǒng)籌和區(qū)域協(xié)同角度,對(duì)與規(guī)劃方案有關(guān)的支撐系統(tǒng)、功能組織、總體風(fēng)貌等展開研究。
5.設(shè)計(jì)周期:應(yīng)征階段規(guī)劃設(shè)計(jì)周期約60天。計(jì)劃在2018年7月6日(北京時(shí)間,下同)開始并于2018年7月11日組織項(xiàng)目介紹會(huì)和現(xiàn)場(chǎng)踏勘,屆時(shí)需應(yīng)征人首席設(shè)計(jì)師及其團(tuán)隊(duì)參會(huì)。
6.資格審查的方式:有限數(shù)量制。參加征集活動(dòng)的應(yīng)征人(含聯(lián)合體應(yīng)征人)的數(shù)量限定為6個(gè)。
7.獎(jiǎng)項(xiàng)設(shè)置:優(yōu)秀方案1個(gè)、優(yōu)良方案2個(gè)。

二、應(yīng)征申請(qǐng)人資格條件
1.應(yīng)征申請(qǐng)人應(yīng)為合法注冊(cè)的法人實(shí)體或由合法注冊(cè)的法人實(shí)體組成的項(xiàng)目聯(lián)合體。
2.中華人民共和國(guó)境內(nèi)的規(guī)劃或設(shè)計(jì)機(jī)構(gòu)須具有城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)或建筑行業(yè)(建筑工程)設(shè)計(jì)甲級(jí)資質(zhì)或建筑行業(yè)設(shè)計(jì)甲級(jí)資質(zhì)或工程設(shè)計(jì)綜合甲級(jí)資質(zhì);中華人民共和國(guó)境外的規(guī)劃或設(shè)計(jì)機(jī)構(gòu)須具有所在國(guó)頒發(fā)的從事城市規(guī)劃設(shè)計(jì)或建筑設(shè)計(jì)的相應(yīng)資格。港澳臺(tái)規(guī)劃設(shè)計(jì)機(jī)構(gòu)的資格要求應(yīng)參照境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定。
3.上述具有相應(yīng)資質(zhì)的規(guī)劃或設(shè)計(jì)機(jī)構(gòu)可單獨(dú)提出應(yīng)征申請(qǐng),也可組成聯(lián)合體共同提出應(yīng)征申請(qǐng),但需以聯(lián)合體協(xié)議書明確聯(lián)合體的牽頭單位和各自職責(zé)。組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)應(yīng)征,也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)應(yīng)征。
4.申請(qǐng)參加資格預(yù)審的機(jī)構(gòu)或聯(lián)合體須具備產(chǎn)業(yè)規(guī)劃能力。若應(yīng)征申請(qǐng)人自身不具備產(chǎn)業(yè)規(guī)劃研究能力,則應(yīng)聘請(qǐng)國(guó)內(nèi)外知名的產(chǎn)業(yè)研究咨詢機(jī)構(gòu)作為規(guī)劃設(shè)計(jì)的顧問(wèn)單位,以達(dá)到完成項(xiàng)目在產(chǎn)業(yè)發(fā)展層面的咨詢工作任務(wù)。
5.應(yīng)征申請(qǐng)人應(yīng)具有與本項(xiàng)目的功能性質(zhì)相類似的規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)。
6.應(yīng)征申請(qǐng)人參加本次活動(dòng)的設(shè)計(jì)人員應(yīng)是其總部的在冊(cè)人員,首席設(shè)計(jì)師必須由應(yīng)征申請(qǐng)人單位中主持過(guò)城市規(guī)劃設(shè)計(jì)類項(xiàng)目的設(shè)計(jì)師擔(dān)任。
說(shuō)明:除聯(lián)合體的成員外,參加征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。

報(bào)名登記的程序:①在組織單位網(wǎng)站上下載報(bào)名表;②填寫報(bào)名表后,將底稿(doc格式)及加蓋單位印章的掃描件(pdf格式)以電子郵件的方式發(fā)回;③組織單位確認(rèn)應(yīng)征申請(qǐng)人的報(bào)名資格并進(jìn)行登記。

七、其它條款
1.本次征集活動(dòng)選取優(yōu)秀方案1個(gè)、優(yōu)良方案2個(gè)。
2.優(yōu)秀方案獎(jiǎng)金人民幣400萬(wàn)元(含稅);每個(gè)優(yōu)良方案獎(jiǎng)金人民幣200萬(wàn)元(含稅)。
3.通過(guò)資格預(yù)審并提交了合格應(yīng)征方案的應(yīng)征人,未獲得優(yōu)秀方案和優(yōu)良方案的,將分別獲得應(yīng)征補(bǔ)償費(fèi)人民幣100萬(wàn)元(含稅)。但對(duì)于未按規(guī)定時(shí)間提交應(yīng)征文件或其應(yīng)征文件按征集文件規(guī)定不被接受或應(yīng)征資格被取消的應(yīng)征人,承辦單位將不支付應(yīng)征補(bǔ)償費(fèi)。

To act on President Xi Jinping’s address to the convention in celebration of the 30th anniversary of Hainan establishedas a province and a special economic zone and Guidelinesof the CPC Central Committee and the State Council for Supporting Comprehensive Deepening of Reform and Opening-up of Hainan, the Municipal CPC Committee and the government of Sanya, guided by the arrangements for Hainan Pilot Free Trade Zone mapped out by the Provincial CPC Committee and the government of Hainan Province, have decided to take advantage of the resources available in the city and develop headquarters economy with Yingbin Road in Downtown Sanya as the boot area of Sanya headquarters economy and CBD, with global vision, international standards, Sanya characteristics and high goal. Phase I consists of four sections, Phoenix Sea Coast, Yuechuan, East Coast and Hailuo. According to the master plan made by the CPC Central Committee, the Provincial CPC Committee and the provincial government, Sanya international tourist consumption pilot zone and China (Hainan) Pilot Free Trade Zone will be built to showcase China’s style and power and impress the world.
The Solicitation will be open internationally for proposals and planning and design institutions with successful experiences in similar projects or consortiums formed by such institutions are welcome to apply for prequalification. Finally,a short list of 6 prequalified candidates will be asked to submit proposals.
1. Project Name: The Solicitation of International Proposals for The Urban Design and Conceptual Architectural Design of the Sanya Headquarters Economy and CBD Boot Area, China (Hainan) Pilot Free Trade Zone (the Solicitation)
2. Project Location and Scope of Planning: The boot area of headquarters economy and CBD flanksYingbin Road in Downtown Sanya and Phase I consists of four sections, Phoenix Sea Coast, Yuechuan, East Coast and Hailuo. To be more specific, Phoenix Sea Coast section has a planned area of 318.47 hectares and 49.4 hectares of land are available for construction. Yuechuansection has a planned an area of 73.67 hectares and 35.65 hectares of land are available for construction. East Coast section has a planned area of 205.26 hectares and 37.79 hectares of land are available for construction. 3. Method of Solicitation: International open solicitation
4. Content of Design: Proposals for the urban design of four sections contemplated in the near-term plan and conceptual design of important buildings are solicited this time. The urban design of each section should provide proper industry and population forecasts and materialize functional layout, land use plan, economic and technical indicators, spatial form, sector mix, signature visual identity, design proposals for important spatial nodes and main public buildings, development order and economic estimates of each section. In the meantime, from city-wide planning and regional synergy point of view, supporting systems, functional organization and overall appearance relating to the proposals should be studied.
5. Period of Design: The period of planning and design at the solicitation phase spans about 60 days. The project is scheduled to kick start on July 6, 2018 (Beijing Time, similarly hereinafter) and the project briefing and site survey are slated for July 11, 2018. Chief Designer and the team led thereby from the Applicant must be present by then.
6. Method of Review for Qualifications: Limited number of applicants permitted, where the number of applicants for such solicitation (including Consortium Applicants) is set to 6.

II. Eligibility and Qualifications of Applicants
1. The Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.
2. The Applicant within the People’s Republic of China shall be at least certified with one of the following: Grade A urban and rural planning, Grade A architectural design (architectural engineering), or Comprehensive Grade A architectural design or engineering design. The Applicant outside the People’s Republic of China shall hold qualifications issued by governmental authorities in its residence country or region for engaging in urban planning and design or architectural design. The qualifications for planning and design organizations from Hong Kong, Macau and Tai Wan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.
3. Qualified planning or design organizations may apply either on their own or as a consortium. In the latter case, a Consortium Agreement specifying the lead partner and the responsibilities of each partner must be made available. Any partner of the Consortium shall neither individually apply for prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.
4. Organizations or consortiums applying for prequalification must be competent in industrial planning. If the Applicant is not competent in industrial planning and research, a Chinese or foreign consulting firm recognized for industrial studies must be engaged to fulfill the consulting tasks relating to industrial development contained in the Proposal Project.
5. The Applicant shall have had planning and design experiences similar in functions and nature to the Proposal Project.
6. The designers who are going to take part in the Solicitation must be incumbent permanent employees of the Applicant based in its headquarters. Chief Designer must have experience in leading comparable urban planning and design projects at the Applicant.
Note: Except for partners of a Consortium, the Applicants in the Solicitation shall not constitute or bear any affiliations.
Any Applicant who meets the aforesaid criteria may register with the Organizer and obtain prequalification documents between 9:00, June 15, 2018 and 16:00, June 26, 2018.

V. Obtaining of Prequalification Documents
The Applicant shall register with the Organizer between 9:00, June 15 and 16:00, June 26, 2018 and download the prequalification documents from its website(http://yuxuntongxin.cn/)for free. Only those applicants that meet criteria and have registered with the Organizer will receive a password for downloading prequalification documents and be eligible for prequalification.
Registrationstep by step:①The Applicant downloads the application form from the website of the Organizer; ②The Applicant completes the application form and returns the original document (in doc format) and a scanned copy affixed with the company seal (pdf) to the Organizer by email; and ③ the Organizer confirms the eligibility of the Applicant and gets it registered.
VI. Submission of Application Documents for Prequalification
The Applicant is required to send those forms (in doc format) in the application documents for prequalification to the Organizer by email first prior to 16:00, June 30, 2018, and then submit textual documents in the application documents for prequalification (1 original and 1 copy) and electronic files (2 sets) to the Organizer no later than 12:00, July 2, 2018.
1. One excellent proposal and two good proposals will be picked out.
2. The excellent proposal will receive a prize money of RMB 4,000,000 (tax-inclusive ) and those good proposals will be awarded RMB 2,000,000 (tax-inclusive) each.
3. Those applicants that have been prequalified and submitted proper proposals, which are not considered excellent or good, will receive a compensation of RMB 1,000,000 (tax-inclusive) each. However, the Undertaker will not pay any compensation to any Applicant that has failed to submit a proposal within the specified deadline or that has submitted a proposal that is considered unacceptable in light of the requirements of the Solicitation or that has been disqualified.
4. The deadline for submission of design deliverables is 12:00, September 6, 2018.
5. The Sponsor has the right of use over the design proposals submitted by all applicants. The Sponsor (Undertaker) has the right to use any proposal received from any Applicant in the planning and design of the Proposal Project, or to use any design proposal in its entirety or partially in the design of the Proposal Project or in modification or consolidation of the design proposals, or to modify any design proposal. In the meantime, the Sponsor (Undertaker) may also print, publish and exhibit the planning and design proposals, or comment on, display and publicize the work for Application via media communications, trade magazines, publications or by other means.
6. All documents and correspondences related to the Solicitation shall be written in Chinese.
7. Any taxes imposed on the prize money or compensations paid to the Applicant (inclusive of any taxes or levies payable in China and other countries) and any cost arising from the consulting shall be borne by the Applicant.
8. By participating in the Solicitation, the Applicant is deemed to have read and accepted all terms and conditions contained in the Announcement.
9. The municipal government of Sanya reserves the right of interpretation of the Announcement.
10. The Solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
